Terraforming
The process of converting an uninhabitable planet to an M Class (similar to Earth). Although generally the work of colonies or giant space platforms over a number of years the Excelsior Class USS Hood and the Galaxy Class USS Enterprise were asked to assist with the Terraforming efforts on Browder 4, though the nature of this assistance was never divulged. The Ventral Phaser Array on the Primary Hull of the USS Sutherland has been converted to Mining capability to aid in any Terraforming effort it is required to assist.

Tractor Beams
THe USS Explorer does not have a towing beam but does have docking beams for use with the Docking Port and Shuttle Bay.

Treaty of Algeron
This treaty was signed in 2160 between the Federation and the Romulans at the end of a long, bloody, nuclear war. This treaty established the Neutral Zone and banned the Federation from researching cloaking devices. Assumedly there are counter conditions but they have not been discussed in any episode. Upon occasion the Federation has been supplied with cloaking devices which does not contravene the treaty provided no investigation or attempt to reproduce these devices is made. You would think that by now the Romulans would suspect that the Federation are not sticking to the treaty. Or maybe they do...

TricorderMedical Tricorder
These devices are the best detection devices in the business. Although a standardised tricorder is available there are also specific units designed for Medicine, Engineering, and Scientific research, which may detect some things other units would miss. Tricorders are usually linked with the ships computer giving them access to a huge range of information. As well as that each unit has it's own computer, recorder and Sensor Array. Although they incorporate state of the art Sensors there are some things which they were not designed to detect as part of their normal operations, such as subspace anomalies. They are good enough to detect DNA traces left by an individual, who was at a location for a few minutes over a week ago, with enough accuracy that the individuals identity can be verified. There are various special functions of a tricorder including a plot scanner that allows a character to check an area or situation for possible plot points. There is also an Emergency button. On most units this dumps all the information back to it's "Home" vessel. There is however a certain model which has an "Emergency" button on the top as well. This is thought to bring about Armageddon. We don't know how much of this is Federation hype but we wouldn't put anything past them.

Tubor 4 Incident, the
The exact incident is unclear, except beyond the fact that death were involved and charges including Insubordination, Treason, Multiple Homicide, and Disobeying Starfleet Directives were leveled at the entire crew. Lt. Savitch was one of the crew. He was cleared of most charges but accepted a demotion as a token punishment just prior to his transfer to the USS Sutherland. The only other information we have is from the sketchy reference in Admiral Brackett’s personal log;
"I have read the reports of the proceedings following the Tubor 4 Incident, and am not entirely convinced that the subordinate officers should have had so much of the blame shifted off their shoulders and onto those of their commanding officers."
